Yeah, that's a shame how good intentions don't really amount to much in too many cases. And in others, "buy off our conscience" is all too fitting.

anyone who is familiar with missionaries on the african continent knows this sort of thing is quite common. you absolutely cannot  operate in certain parts of africa without paying alot of money in bribes.  even then the money does not buy any garantees.  romania is the same way.
as for places like haiti? i don't know how it is there but i doubt it's any different.  ditto certain location in s. america.
